Tropical Storm Philippe brought light showers as it brushed past the US Virgin Islands on Wednesday morning, October 4, but weather officials warned that heavier rain could cause flash flooding through Wednesday night and Thursday.

This footage showing the waterfront in Charlotte Amalie on St. Thomas was posted by the owners of Gladys’ Cafe, who said they filmed it around 8 am.
