Floods test China's disaster response

STORY: Floodwaters could take up to a month to recede in Hebei, where Zhuozhou is the hardest hit city, a water resources department official told state media on Thursday (August 3). About 100,000 people in the city southwest of Beijing have been evacuated, or a sixth of its population.

Video footage released on Wednesday (August 2) and Thursday (August 3) showed emergency workers in small boats saving people in flooded areas.

Reuters was able to confirm the location of the videos as Zhuozhou from a nearby building which matched satellite images, file footage, and the street view of the area. Reuters was not able to independently confirm the date the videos were filmed.

Local authorities posted a statement on Wechat on Tuesday (August 1) saying that from 08.00am local time on July 29 to 11.00am on August 1, Zhuozhou City experienced significant rainfall. The average precipitation in the city was 355.1 millimeters.

State media said rescuers from around China have been offering to help with Zhuozhou's flood relief but some have not received the approval they need from officials to operate on the ground.
