The West has already shown that it can wield economic, financial and political sanctions against Moscow, Stoltenberg told reporters ahead of talks of the alliance's foreign ministers in the Latvian capital Riga.

Stoltenberg called on Russia to be more transparent and to de-escalate the situation.

Ukraine is a highly valued partner of NATO and the alliance will provide the country with political and practical support, Stoltenberg said, referring to concerns about Russian threats to the country.

Stoltenberg also addressed the current migrant crisis at the Belarus border and accused the Lukashenko regime of using "vulnerable people to put pressure on neighbouring countries." He said that NATO stands "in solidarity with all allies affected."
