STORY: "Officers are there, the initial officers, they receive gunfire. They don't make entry initially, because of the gunfire they're receiving," Victor Escalon said at a news briefing.

"So we have officers calling for additional resources. Everybody that's in the area. Tactical teams. We need equipment. We need specialty equipment. Body armor. Precision riflemen. Negotiators."

Law enforcement are facing an outcry over the response to Monday's massacre, that left 19 children and two teachers dead. Cell phone video showed frightened parents outside the school demanding police officers enter the building and bring out the children. In one case, police appear to restrain a parent with handcuffs.

It was not until an hour later that a tactical squad of U.S. Border Patrol officers breached the classroom where the gunman was waiting and shot him dead.

"There's a lot going on. It's a complex situation," Escalon said.
