Louisiana Gov John Bel Edwards declared a state of emergency on May 17, as flash flooding and severe weather hit the state’s southwest.

This footage, by Jasmin Marie Conner, shows floodwater in downtown Lake Charles. The footage was filmed near the Capital One Tower, the city’s tallest building.

The National Weather Service said more than a foot of rain fell on the city in the space of 12 hours.

Special marine warnings and flash flood warnings remained in place for several areas of Louisiana on May 18.
