Heavy flooding hits California's San Joaquin Valley

STORY: An atmospheric river dumped more torrential rain on California on Wednesday (March 15), forcing evacuations, power outages and road closures in the state.

Authorities said they are monitoring the river level to determine for how long the orders will be kept in place.

The higher odds of minor to moderate flooding across most of California from rain and runoff of melting mountain snow this spring is roughly in line with forecasts for much of the U.S., according to the National Oceanic and Atmospheric Administration (NOAA).
