STORY: A concert was held in the shadow of the Kremlin walls to celebrate the annexation of four regions of Ukraine, for which Putin had signed documents a few hours earlier at a ceremony in the Kremlin.

Kyiv and the West have condemned the annexation as bogus, and said they will not give up their efforts to drive Russia out of the territory it has seized.

Biden accused Russia earlier in September of making "reckless" and "irresponsible" threats to use nuclear weapons and said Moscow had violated the core tenets of United Nations membership by invading Ukraine.
