STORY: Jjuuko says that the passing of the bill and its subsequent signing was marred by procedural issues.

"This act of parliament has a number of flaws that we are highlighting in our petition. One of the main flaws is that the act was passed without adequate and meaningful public participation," he said.

He also called the bill "unconstitutional".

"By criminalizing what we call consensual same-sex activity among adults basically goes against key provisions of the constitution including violating the rights to equality and non-discrimination under article 20 and 21 of the constitution. It also violates the right to dignity which is under article 24 of the constitution," he said.

The law stipulates capital punishment for "serial offenders" against the law and transmission of a terminal illness like HIV/AIDS through gay sex. It also decrees a 20-year sentence for "promoting" homosexuality.
