After a California legislative committee led by progressive Democratic state lawmakers tried to reject a child sex trafficking bill, NBC Political Director Chuck Todd notes the Democratic party is divided on how to deal with crime not just in California, but nationwide. “How much carrot, and how much stick?" he said. "I think the public in general, while they’re not as strident about incarceration as they were in the 90’s still leans stick, even in a place like California.”
